What would happen if a problem develops after the landfill closes and if Conestoga or its parent company goes bankrupt? How would clean-up funding be assured?
Due to the extensive liner and cap systems employed, it is highly unlikely that a problem would develop after the landfill is closed. In the event that Conestoga Landfill or the parent company became insolvent, DEP has financial assurances in place to properly close and maintain the landfill through a 30-year post-closure period. DEP does not issue solid waste permits until the initial bonding requirements have been satisfied for every landfill site.
