Matt Kingsley—Landfill Manager
Matt Kingsley, a registered professional engineer, has been Conestoga's general manager since Spring 2004.
"My mission is straightforward: to operate this landfill in total compliance with all environmental regulations and in such a way that it will be regarded as a good neighbor by the community," Kingsley said. "We're proud of the work we do and the dedicated men and women who work here at Conestoga Landfill."
Kingsley, an employee of Allied Waste Industries since 1996, most recently served as general manager of the company's Edwardsville, Illinois, market, which included two landfills, two collection services, a trash transfer station, and a materials recovery facility.
Before that he served as general manager of four landfills in the company's St. Louis district, as site manager of Bridgeton Landfill in Missouri, and as an engineer for the company's Midwest region. Before joining Allied, he worked for two Midwest environmental engineering firms, Andrews Engineering, Inc., and Wehran Envirotech, Inc.
Kingsley is a civil engineering graduate of Valparaiso University in Valparaiso, Indiana. He and his wife, Karen, and their son, Kirby, and daughter, Kasey, live in Lancaster.
Gary Higgs—Operations Manager
Gary is a veteran of solid waste disposal having worked in the industry since 1984. As the Operations Manager, Gary is responsible for daily operations of trash disposal, regulatory compliance, and worker safety. He has a degree in geology from West Virginia University and is currently working on his masters degree. He lives in Morgantown with his wife and four school-age children who attend the Twin Valley School District.
